Definition
Under direction of a supervisory official in the Department of Health or the Department of Human Services, is responsible for planning, organizing, directing, controlling, and evaluating state nutritional programs; may supervise the performance of Public Health Consultant 2's (Nutrition); does related work as required.
Examples of work
- Plans, organizes, develops, and evaluates the nutrition component of all services provided by the Department.
- Determines the nature and extent of nutrition needs in target groups such as pregnant, lactating women, infants, children, chronically ill, the elderly, and the disadvantaged.
- Establishes both long-range and short-term goals, and formulates policies and procedures for department nutrition services.
- Supervises and provides technical consultation and guidance to Public Health Consultant 2's (Nutrition) and other Project Nutritionists employed by the department.
- Establishes and maintains cooperative relationship with civic, educational, professional, government, and other agencies concerned with nutrition services in the state.
- Assists in the preparation of the nutrition components of standards and procedure manuals.
- Assists in training new recruits and evaluates work performance of staff and participates in inservice and continued education programs.
- Identifies need and assists in planning career development ladder programs for dietary and other food service personnel.
- Supervises and participates in planned field experience for graduate students including nutritionists, dietitians, and other professional health workers.
- Promotes diet counseling and public health services through State Health Aid.
- Assists in periodic surveys of occupational status of dieticians and nutritionists in New Jersey and maintains a current roster of such personnel working in New Jersey.
- Keeps abreast of federal and state legislation concerned with providing funds and services to meet the nutritional needs of target groups.
- Keeps abreast of current literature and trends in nutrition. Prepares detailed correspondence in the course of official duties.
- Prepares and supervises the preparation of clear, sound, accurate, and useful reports and correspondence containing findings, conclusions, and recommendations.
- Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree supplemented by a Master's degree in any nutrition speciality such as Public Health Nutrition, Human Nutrition, Dietetics, Food Service Administration, or Nutrition Education.
Experience
Four (4) years of experience in nutrition or dietitics, two (2) years of which must have been as a nutritionist in an administrative or consultant capacity.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
- Knowledge of principles and practices of modern nutrition and dietetics and of foods and food requirements.
- Knowledge of principles and practices of public administration methods in relation to nutrition, dietetics, and food service management.
- Knowledge of objectives, standards, techniques, and materials of nutrition education.
- Ability to develop and establish appropriate nutrition standards.
- Ability to plan, organize, and carry out the State Public Health Nutrition Program.
- Ability to plan, coordinate, promote, and evaluate the nutrition component of health services and to make recommendations to alleviate problem areas based on research and current developments in food service delivery and nutrition.
- Ability to identify problem areas in food service administration, and to develop recommendations to solve these problems based on current standards and assessments of the needs of the health care facility or organization.
- Ability to research solutions to questions concerning nutrition and dietetics from health care facilities or local or county health and welfare organizations.
- Ability to coordinate the nutrition program with other programs of the department and with those of lay and professional groups and community health, welfare, and education agencies.
- Ability to prepare and supervise the preparation of suitable educational materials and visual aids.
- Ability to plan and supervise work of several Nutrition Consultants, Health and of other employees in the program.
- Ability to plan, organize, and carry on programs of orientation and inservice training for staff.
- Ability to collect materials for and prepare annual plans, budgets, and reports.
- Ability to compose detailed and technical correspondence.
- Ability to prepare clear, sound, scientifically accurate, and informative reports containing findings, conclusions, and recommendations.
- Ability to direct the establishment and maintenance of suitable records and files.
- Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
