Definition

Under direction, functions as the chief operations officer and supervises staff in controlling, installing, operating, maintaining, repairing, monitoring, and administering resource recovery facility utilities systems including landfill gas extraction, collection, transmission, treatment and emission; water supply, treatment, storage and distribution; wastewater collection, conveyance, treatment and disposal; solid waste and wastewater sludge processing and all related process by-product(s) management; does related work as required.

DISTINGUISHING CHARACTERISTICS

The Resource Recovery Utilities Operator 4 is required to make more complex decisions which require more skill and knowledge than that of a Resource Recovery Utilities Operator 3, 2, or 1.

The Resource Recovery Utilities Operator 4 (RRUO-4) has full supervisory responsibility for control over work operations and subordinates, and is accountable to his superiors for the quantity and quality of the work done. The RRUO 4 normally acts within general instructions, standard procedures, and established policies. The RRUO 4 is responsible for assuring the efficient and economical accomplishment of work assignments by his/her subordinates within prescribed work schedules.

Examples of work

• Analyzes work requirements, and determines staff, equipment, and other resources needed to accomplish work assignments, and make adjustments among subordinate units as deemed appropriate.
• Establishes and adjusts long-range schedules, priorities, and deadlines for regular and special work assignments, and coordinates work schedules among subordinate units.
• Reviews, approves, modifies, or rejects changes in functions, structure, position design, staffing levels, and so forth, proposed by subordinate supervisors. Consults with higher levels of management in making decisions relating to major changes in work plans or operations.
• Coordinates work operations among subordinate units and with other organizations on matters that may adversely affect other operations or programs.
• Reviews and analyzes records and reports of work procedures costs, equipment, and staff resource utilization in order to evaluate progress, and to control or reduce costs.
• Reports progress and resolution of problems in the achievement of goals and objectives to higher levels of management.
• Plans, organizes, and assigns the work of the organizational unit and evaluates employee performance and conduct, enabling the effecive recommendation of the hiring, firing, promoting, and disciplining of subordinates.
• Develops annual operational budget for resource recovery facilities operations and improvements.
• Establishes preventive maintenance program and schedule for all stationary and mobile equipment within the resource recovery complex.
• Determines supplies, parts, and materials needed, and submits specifications to purchasing office for procurement.
• Prepares specifications for all necessary service contracts.
• Operates resource recovery facilities in compliance with applicable statutes and regulations.
• Prepares, reviews, and executes resource recovery facility monitoring reports and other environmental monitoring reports required by regulatory agencies.
• Assures that all environmental monitoring is properly carried out in a timely fashion.
• Maintains all records in appropriate hard copy file and computer data base file.
• Generates operational and monitoring reports as required.
• Determines the seriousness and consequences of equipment breakdowns or malfunctions, and decides on a course of action.
• Makes recommendations concerning the maintenance, replacement, and safety of equipment.
• Informs employees about the policies, procedures, and practices of management as they relate to the work of the unit.
• Develops and interprets plant operating and maintenance data.
• Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Experience

Ten (10) years of experience in the operation, adjustment, regulation, repair, and maintenance of pumps, valves, motors, and other electrical and mechanical equipment used in a resource recovery facility, four (4) years of which have been in a supervisory capacity.

License

In accordance with NJAC 7:10A-1.10, applicants may be required to possess a current and valid Wastewater System Operator's license of the appropriate grade and type, issued by the New Jersey Department of Environmental Protection.

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

• Knowledge of the design, startup, and operations of resource recovery facility utilities systems.
• Knowledge of the repair and maintenance of the mechanical and electrical systems employed at resource recovery facilities.
• Knowledge of applicable environmental statutes and regulations in the area of air, surface water, stormwater, and groundwater.
• Knowledge of field sampling procedures and QA/QC requirements.
• Knowledge of existing regulations concerning worker safety.
• Knowledge of methods and procedures utilized in the repair and maintenance of equipment and plant facilities.
• Ability to operate and analyze problems involving resource recovery facility utilities process and maintenance equipment.
• Ability to develop effective work methods.
• Ability to organize and carryout various work projects.
• Ability to give suitable assignments and instructions to assigned employees and to evaluate their job performance.
• Ability to prepare suitable reports and to keep necessary records and files.
• Ability to check, clean, and service equipment, determine whether it is operating properly, make minor and emergency repairs, and keep necessary records.
• Ability to properly utilize various hand and power tools and equipment.
• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Note

Applicants who do not possess the above experience may substitute a bachelor's degree in engineering or the natural, chemical, environmental,or biological sciences for up to a maximum of four (4) years of nonsupervisory experience. An associate's degree in one (1) of the indicated fields may be substitued for two (2) years of the indicated nonsupervisory experience.
