Definition
Under the direction of a Project Engineer, Department of Transportation, reviews, revises, and writes specifications; supervises the review of plans and recommends plan revisions; and reviews and revises engineer's estimates for the roadway portion of projects involving the design and construction of transportation facilities; does other related work.
Examples of work
- Conducts the final review of supplementary specifications for roadway work items and other general provisions: make revisions as required.
- Oversees the activities involved in plan review, preparation of proposals and plan revisions.
- Incorporates information from the Federal Highway Administration and other departmental units into project plans and specifications.
- Prepares correction notices and revisions to the plans and specifications for the roadway work item projects that have been previously advertised.
- Reviews plans and specifications for staging of construction operations and methods of maintaining traffic during construction; recommends revisions as required.
- Determines the working time required for each project.
- Reviews bid prices for roadway work items; prepares and justifies recommendation of award or rejection.
- Completes certification acceptance documentation on Urban Mass Transportation projects to ensure that all required provisions are included in the contract documents.
- Ensures that the provisions of agreements with municipalities, authorities, utilities, railroad and others are included in the specifications.
- Interprets plan requirements and specifications to prospective bidders.
- Prepares data to advertise projects.
- May prepare specifications for new roadway work items; revises standard specifications.
- Confers with the Right of Way office concerning the acquisition of property, the demolition or removal of buildings, and the availability of working sites to the contractor.
- Prepares plans, specifications, and Engineer's Estimates for demolition contracts, supervises the preparation of plans, visiting of the demolition site, and other related activities.
- Reviews plans and specifications for work to be performed by private developers; recommends revisions as required.
- May participate in the development of in-house engineering programming.
- Utilizes computer applications in specification preparation and engineering problem solving.
- Prepares reports containing findings, conclusions, and recommendations.
- Maintains essential records and files.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in engineering.
Experience
Four (4) years of engineering experience in highway construction, design, or other professional engineering work which shall have included one (1) year of specialized experience in the preparation of engineering specifications.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

- Employees hired by the Department of Transportation on or before July 1, 1999, who do not possess the Bachelor's degree listed above, may substitute education and experience as indicated below to meet the education requirements.
- EDUCATION
- An Associate's degree in Engineering or Engineering Technology.
- OR
- Completion of forty-five (45) semester hour credits of specialized college level/non-remedial engineering education from an accredited college in an engineering or engineering technology program. Acceptable specialized education must include a minimum of 24 credits in Engineering/Engineering Science and a minimum of 21 credits in general science and higher-level math course. Information regarding acceptable courses may be obtained from DOT/Human Resources.
- You must attach a copy of your transcript(s) to your application. Foreign degrees/transcripts must be evaluated by a recognized evaluation service. Failure to do so will result in rejection from the examination process.
- AND
- Three and one-half (3 ') years of full time experience in engineering related work.
- Applicants who have more than the required forty-five (45) engineering related credits may substitute additional credits for the required experience on a pro-rated basis, thirty (30) credits equaling one (1) year of experience, up to a maximum of two and one-half (2 ') years.
