Definition
Under direction, in a state or local government agency, conducts technical planning work of moderate complexity as a part of a transportation planning program; does other related duties.
Examples of work
Applies planning theory and techniques to analyze transportation operations and facilities. Analyzes data relating to motor bus, commuter rail, private transportation, and aviation operations and facilities, and develops findings based on these analyses involving the application of general planning principles. Prepares plans for the development and maintenance of an efficient, integrated, and balanced comprehensive master plan for private and public transportation including a variety of modes of transportation such as rail, rapid transit, bus, automobile, and air transportation. Correlates local transportation plans and programs with plans and programs of other public transportation agencies. Prepares and presents technical briefings, reports, studies and surveys. Provides guidance and instruction to technical and drafting staff. Prepares correspondence and reports. May participate in the preparation of environmental documents for transportation projects to comply with State and federal environmental reviews and regulations. May prepare or assist in the preparation of technical reports to assess the social, economic and land use consequences of transportation projects; recommends mitigation measures when required. Maintains files of planning records, reports, plans, maps, and related materials. Keeps current with trends and developments in transportation planning. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the principles and methods of transportation systems planning. Knowledge of the varied transportation problems associated with the growth of urban centers, movement of goods and people, and other contemporary conditions affecting transportation of the region. Knowledge of the conditions affecting transportation systems. Knowledge of the methods used to conduct studies and surveys. Knowledge of the methods used to collect and analyze data. Ability to develop and prepare transportation plans. Ability to keep current with trends and developments in transportation planning activities. Ability to interpret and apply basic law and regulations regarding transportation plans. Ability to prepare and maintain accurate maps, charts, graphics, and plans. Ability to provide technical assistance on transportation planning matters. Ability to assess the social, economic, and land use consequences of transportation projects. Ability to prepare reports and correspondence. Ability to maintain records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of professional experience in transportation planning including or supplemented by twenty-one (21) semester hour credits in professional planning subjects such as the principles of land use planning, history of city planning, planning project design, and planning law and administration. OR Possession of a bachelor's degree from an accredited college or university including or supplemented by twenty-one (21) semester hour credits in professional planning subjects such as the principles of land use planning, history of city planning, planning project design, and planning law and administration; and two (2) years of the above-mentioned professional experience. OR Possession of a master's degree in planning from an accredited college or university; and one (1) year of the above-mentioned professional experience. OR Possession of a current, valid license as a Professional Planner issued by the NJ State Board of Professional Planners; and two (2) years of the above-mentioned professional experience. OR Possession of a current and valid credential as a Certified Planner issued by the American Institute of Certified Planners (AICP); and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
