Definition
Under direction of a supervisory official in the Department of Human Services, supervises a preventive maintenance and construction program and activities of a field district of a Department; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does related work as required.
Examples of work
Conducts surveys of all buildings and utilities on an ongoing basis, to establish and maintain an appropriate preventive maintenance program. Sets up and prioritizes maintenance programs for individual institutions. Prepares reports and estimates of maintenance and repair projects. Personally surveys and supervises institutional maintenance units to determine their adequacy and efficiency in performing preventive maintenance work and to ensure that maintenance standards are met. Enforces established preventive maintenance programs; coordinates and supervises the work of the maintenance organizations within all institutions of the Department or assigned region. Supervises construction and renovation projects in the field for contract compliance and acts as the representative of the Department at construction job meetings and other meetings as required. Receives and reviews reports on the preventive maintenance program and on the construction programs of the Department. Assists in preparing and analyzing items relating to the preventive maintenance and construction programs in the tentative budget requests of the Department. Prepares cost estimates for various projects as well as for repairs resulting from damage due to fire and other emergent events. Prepares correspondence relating to all aspects of work. Prepares statistical and other summaries and reports containing findings, conclusions and recommendations. Supervises the establishment and maintenance of essential records, blueprints and other files. Will be required to learn to utilize various types of electronic and/or manual recording and information system used by the agency, office or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the problems encountered in an institutional construction and preventive maintenance program. Knowledge of the methods used to plan and implement a large scale preventive maintenance program. Knowledge of the problems involved in building construction and contracting work. Ability to supervise assigned staff and plan, organize, and implement projects within the unit. Ability to plan, organize, direct, participate, and supervise in a preventive maintenance program on a Department wide or regional basis. Ability to evaluate and determine acceptable standards of building and utility maintenance. Ability to read and interpret blueprints and specifications. Ability to recommend the allocation of funds, equipment, tools, materials and staff in construction and preventive maintenance work. Ability to represent the Departmental unit at meetings and conferences relating to construction and preventive maintenance work. Ability to analyze, prepare, and recommend revisions to construction and preventive maintenance items in the budget requests of the Department. Ability to prepare correspondence relating to the preventive maintenance and building construction programs of the Department. Ability to prepare cost estimates, cost analysis, and written summaries and reports containing findings, conclusions, and recommendations. Ability to direct the establishment and maintenance of records, plans, prints and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional construction and/or preventive maintenance experience in a large complex of industrial or institutional buildings, or overseeing construction for a large contracting firm, or any combination of such. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
