Definition

Under the direction of the Director, Office of Financial Management (OFM), in the Department of the Treasury, the Manager Public Finance position advises the State Treasurer, Deputy State Treasurer, Assistant State Treasurer and the Director of the OFM on debt and financial policy; manages the implementation of such policy for State programs dealing with public finance and other Treasury-related matters; performs related work as required.

Examples of work

Assists the Director in establishing the mission and near-term objectives for the Public Finance Unit in OFM. This includes the evaluation of the State's short-term and long-term financing needs and the most cost-effective manner in which to meet identified needs. Advises the State Treasurer, the Deputy State Treasurer, the Assistant State Treasurer and the Director regarding proposed legislation involving the issuance of debt, or the creation of State authorities/entities that issues debt. Represents the State Treasurer as an ex-officio board member on various authorities/agencies. Meets with external (private industry) Public Finance professionals (investment banks, financial advisors, finance attorneys, etc.) regarding financing ideas potentially impacting the State's budget or capital plans. Prepares information, presentations, and attends meetings with external Rating Agencies (Moody's, Standard & Poor's, Fitch) and investors in State debt (mutual funds, hedge funds, etc.) Evaluates current market conditions and determines the most appropriate finance method for State funds. Manages the implementation of general obligation bond sales, subject -to -appropriation bond sales, and revenue bond sales, and bank loans for new project and/or refunding purposes. Coordinates financing activities with bond counsel, underwriters, financial advisors, rating agencies, State departments and State authorities. Manages the implementation of private Cash Flow Facility's and Tax and Revenue Anticipation Notes to help meet the State's working capital needs; coordinates financing activities with bond counsel, underwriters, and rating agencies. Manages the execution or termination of interest rate swap agreements or other derivatives. Provides all necessary financial analysis and services to properly administer and support all bond sales and financial transactions and programs, including such issues as calculating arbitrage rebate, cost allocations for the defrayment of debt service, the proper budgeting of debt service costs, the financial reporting of outstanding debt, and the monitoring of potential refunds. Manages the financial control and credit criteria, established under the guidance of the Treasurer and the Director for loans made by the State to other governmental units. Develops policies, strategies and procedures for the Public Finance Unit. Manages and is responsible for the planning, budgeting and reports on past performance and current status of the State's financial programs reflecting the Public Finance Unit's mission and near-term objectives.

Education

Graduation from an accredited college or university with a bachelor's degree.

Experience

Two years of experience in the administration of a State, Federal, local, school district or private financial management program which may include experience in investment banking, hedge funds, a brokerage, municipal financial advisory firm, rating agency, or similar institution where bonds are either structured or traded.

License

Appointees will be required to possess a driver's license valid in New Jersey. Appointees will be required to maintain or obtain any other appropriate licenses or certifications.

Knowledge, skills and abilities

Knowledge of procedures used for issuance and sale of bonds, notes, and various other debt obligations. Knowledge of principles of investment banking. Knowledge of principles of governmental accounting. Knowledge of principles of financial management planning. Knowledge of principles and methods of finance. Knowledge of securities being traded in the marketplace. Knowledge of relevant oversight and regulatory bodies, including the Securities and Exchange Commission (SEC), Municipal Securities Rulemaking Board (MSRB), Governmental Accounting Standards Board (GASB) and Internal Revenue Service (IRS) Knowledge of public funding sources. Knowledge of municipal debt management. Knowledge of market price fluctuations which affect sale and purchase of bonds, notes, notes and other securities. Ability to interpret and apply laws, rules, regulations, and policies applicable to fiscal and financial management and administration. Ability to interpret and apply administrative codes and statutes governing financial administration. Ability to evaluate and interpret formal financial statements. Ability to comprehend, interpret, and evaluate relevant information from various types of source materials. Ability to compare written, numerical, or printed material for accuracy. Ability to communicate orally. Ability to analyze complex financial records. Ability to learn to utilize various types of software and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
