Definition
Under the general supervision of a supervisory official in the Department of Environmental Protection, plans, develops, and oversees a statewide program for the engineering and safety evaluation of chemical manufacturing facilities handling extraordinarily hazardous substances to determine adequacy of and need for safety precautions necessary to prevent the catastrophic release of toxic materials to the environment; does other related duties as required.
Examples of work
- Organizes and conducts engineering studies related to implementation/enforcement of the Toxic Catastrophe Prevention Act.
- Establishes engineering criteria and quantitative standards for determining risks associated with handling extraordinarily hazardous substances.
- Reviews and examines pertinent operating and design data concerning specific chemical processes handling extraordinarily hazardous substances to determine adequacy of existing safety and control measures and makes recommendations for improvements where necessary.
- Takes measures required to determine adequacy of engineering and operating safeguards provided in the design of chemical operating facilities in handling extraordinarily hazardous substances to minimize the potential for a catastrophic release of an acutely toxic substance into the environment.
- Reviews technical reports prepared by others pertaining to risk assessment evaluations of chemical operations handling extraordinarily hazardous substances.
- Performs risk assessment and engineering safety evaluations of chemical operations handling extraordinarily hazardous substances.
- Reviews risk management plans of chemical operating facilities designed to minimize the potential for accidental release of acutely toxic substances to the environment.
- Is responsible for the formulation and continuous evaluation of process surveillance system for chemical facilities and recommends changes to ensure surveillance at all times.
- Appears in court as expert witness of the state and gives testimony under oath.
- Plans and coordinates training programs.
- Meets with professional groups, industrial management representatives, and representatives of government agencies to promote accidental release prevention.
- Prepares technical correspondence in the course of official duties.
- Prepares clear, technically sound, accurate, and informative engineering reports containing findings, conclusions, and recommendations including those used in legal actions in connection with the enforcement of release prevention requirements.
- Establish and maintains records, reports, and files.
- Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in Chemical or Mechanical Engineering.
Experience
Five (5) years of experience in the field of chemical engineering related to chemical plant operations, process design, or safety assessments.
License
Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
- Knowledge of applicable Federal, and State statutes and regulations.
- Knowledge of principles, practices and techniques of chemical testing, and their relation to public health.
- Knowledge of the science of chemistry and laboratory media, reagents, equipment, and techniques.
- Knowledge of analytical testing methods and principles.
- Knowledge of the methods used to conduct chemical, biological and physical analyses.
- Knowledge of established standards and prescribed procedures when conducting chemical tests and analyses.
- Knowledge of the process used to make chemical determinations by Gas Chromatography, Mass Spectrometry, Spectrophotometers, and other routine laboratory instrumentation.
- Knowledge of scientific research methodology.
- Knowledge of the methods and techniques used to receive, identify, label, and store laboratory samples.
- Knowledge of the equipment used to conduct laboratory analyses.
- Ability to interpret applicable Federal, State or local laws and safety regulations, and apply them to specific situations and advise staff.
- Ability to evaluate laboratory practices and make recommendations relative to selection or improvement of procedures, methods, facilities and equipment.
- Ability to evaluate and interpret the results of laboratory analyses and research studies.
- Ability to organize assigned chemical testing analyses and reporting work and develop effective work methods.
- Ability to develop, coordinate and conduct organized research projects of environmental health significance.
- Ability to order, store and properly utilize laboratory equipment and supplies.
- Ability to establish and maintain laboratory records and files,
- Ability to compile and prepare data for use in court proceedings.
- Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Possession of a valid Professional Engineer's License issued by the NJ State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.
A Master's degree in Chemical or Mechanical Engineering from an accredited college or university may be substituted for one (1) year of experience.
A Doctorate degree in Chemical or Mechanical Engineering from an accredited college or university may be substituted for three (3) years of experience. (This includes a Master's degree and is not in addition to).
