Definition

Under direction of the Chief, Bureau of Release Prevention, or other higher level official in the Division of Environmental Quality, Department of Environmental Protection, plans, develops, and supervises a statewide program for the engineering and safety evaluation of chemical manufacturing facilities handling extraordinarily hazardous substances to determine the adequacy of, and need for, safety precautions necessary to prevent the catastrophic release of toxic materials to the environment; does related work as required.

Examples of work

  • Organizes, supervises, and conducts engineering studies related to the implementation and enforcement of the Toxic Castastrophe Prevention Act.
  • Establishes engineering criteria and quantitative standards for determining risks associated with handling extraordinarily hazardous substances.
  • Reviews and examines pertinent operating and design data concerning specific chemical processes handling extraordinarily hazardous substances to determine the adequacy of existing safety and control measures and makes recommendations for improvements where necessary.
  • Takes the measures required to determine the adequacy of the engineering and operating safeguards provided in the design of chemical operating facilities in handling extraordinarily hazardous substances in order to minimize the potential for a catastrophic release of an acutely toxic substance into the environment.
  • Reviews technical reports prepared by others pertaining to risk assessment evaluations of chemical operations handling extraordinarily hazardous substances.
  • Performs risk assessment and engineering safety evaluations of chemical operations handling extraordinarily hazardous substances.
  • Reviews risk management plans of chemical operating facilities designed to minimize the potential for the accidential release of acutely toxic substances to the environment.
  • Is responsible for the formulation and continuous evaluation of process surveillance system for chemical facilities and recommends changes to assure surveillance at all times.
  • Assigns and instructs subordinate bureau employees and supervises the performance of their work.
  • Appears in court as expert witness of the state and gives testimony under oath.
  • Plans and coordinates training programs for the bureau.
  • Meets with professional groups, industrial management representatives, and the representatives of government agencies to promote accidental release prevention.
  • Prepares technical correspondence in the course of official duties.
  • Prepares clear technically sound, accurate, and informative engineering reports containing findings, conclusions, and recommendations, including those used in legal actions in connection with the enforcement of release prevention requirements.
  • Supervises the establishment and maintenance of essential bureau records, reports, and files.
  • Will be required to learn to utilize various types of electronic and/or manual recording and computerized information systems used by the agency, office, or related units.

Education

Graduation from an accredited college with a Bachelor's degree in Chemical or Mechanical Engineering.

Experience

Five (5) years of professional experience in the field of chemical engineering related to chemical plant operations, process design, or safety assessments.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

  • Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
  • Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.

Note

Possession of a valid Professional Engineer's license issued by the new Jersey State Board of Professional Engineers and Land Surveyors may be substituted for the Bachelor's degree in Engineering.

A Master's degree in Chemical or Mechanical Engineering may be substituted for one (1) year of experience.

A Doctorate degree in Chemical or Mechanical Engineering may be substituted for three (3) years of experience. (This includes a Master's degree and is not in addition to).
