- Plans, organizes, and assigns work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, demoting, and disciplining of subordinates.

Education
Graduation from an accredited college or university with a Bachelor's degree in Engineering or Architecture.
Experience
Four (4) years of experience in professional engineering or architecture, one (1) year of which shall have been in a supervisory capacity.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of and familiarity with applicable housing laws including the State Uniform Construction Code Act after a period of training. Knowledge of building regulatory practices as embodied in nationally accepted model construction codes. Knowledge of safety, structural, and durability standards, standards-making procedures, and standard test methods applicable to building regulations. Knowledge of and familiarity with scientific programs and functions applicable to training regulations. Knowledge of procedures and equipment used in the inspection of buildings from the standpoint of architectural, construction, fire, and other safety requirements. Ability to organize assigned technical and supervisory work, analyze problems arising therein, and develop appropriate work methods. Ability to establish and teach inspection procedures. Ability to supervise and assign work of training, engineering, and codes analysis personnel. Ability to make required engineering calculations pertaining to structural, mechanical, and electrical design of buildings. Ability to prepare estimates of costs resulting from enforcement of specific housing/building code provisions. Ability to explain housing/building code requirements to architects, engineers, inspectors, and others. Ability to organize and carry out continuing training programs to improve technical efficiency of staff. Ability to organize and supervise maintenance of an up-to-date reference library covering building code requirements, standards, products, methods, and material approvals by authoritative agencies. Ability to establish and maintain cooperative work relationships with architects, engineers, and others concerned with work in the areas of code enforcement. Ability to prepare correspondence as required in the course of official duties. Ability to prepare clear, sound, technically sound reports and instructional material.
