Definition
Under the direction of a supervisory official in the Department of Community Affairs, is responsible for ensuring the technical adequacy of all carnival and amusement rides, ski lifts, and associated mechanical equipment, assisting in the organization/conduct of training programs, development/interpretation of codes, and provision of technical support to inspection activities involving the design, review, or scientific expertise relative to carnival and amusement rides, ski lifts, and associated mechanical equipment; supervises staff and work activities; prepares and signs official performance evaluations for subordinate staff; does other related duties as required.

- Supervises the activities of staff in the execution of technical research, analysis, training, and highly technical inspection activity of amusement rides and devices.
- Supervises the reviews of repairs and/or modifications of type certified or individually approved rides.
- Reviews comments and makes recommendations for changes on current or proposed international standards referenced in NJAC 5:14A for the design, manufacture, maintenance, and/or operation of amusement rides and devices.
- Supervises the review of non-destructive testing (NDT) data submitted annually in support of the ongoing ride permit program.
- Establishes and supervises operational procedures designed to ensure that codes are periodically reviewed and amended at the national level to ensure that they remain up-to-date for amusement rides and devices.
- Establishes and supervises operational procedures designed to ensure that necessary interpretations of codes are prepared/distributed in a timely/effective manner, and renders interpretations in particularly complex matters.
- Represents the State as an expert in mechanical equipment techniques, methods, systems, and materials, and their relationship to existing codes and code enforcement of amusement rides and devices.
- Initiates and supervises the preparation of technical guidelines to ensure that field inspections maintain the highest possible technical standards.
- Supervises the conduct of engineering analyses required for the operation of amusement rides.
- Supervises the conduct of highly technical inspection support activities and amusement ride inspectors.
- Develops and conducts training programs for State/local inspection staff in the application of laws, codes, and regulations of the amusement ride safety program.
- Organizes and supervises the operation of a construction product code approval and information system.
- Undertakes and/or supervises technical research needed to support the activity of State/municipal construction code enforcement personnel.
- Plans, organizes, and supervises the conduct of technical inspection activity including electrical, elevator, amusement rides, and similar work.
- Develops cooperative working relationships with architects, engineers, educators, ride owners, and code administrators.
- Issues approval of type or individual certifications; reviews calculations and drawings to ensure that all applicable loads and load cases have been accounted for; reviews plans to ensure proper theoretical basis for the calculation was used.
- Supervises the establishment and maintenance of technical records and files; ensures bulletins are distributed to inspectors and engineers.
- Makes recommendations concerning the establishment of training requirements for code enforcement personnel.
- Prepares and/or supervises the preparation of engineering and related reports containing findings, conclusions, and recommendations.
- Prepares extensive correspondence.
- Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees.
- Will be required to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
Graduation from an accredited college or university with a Bachelor's degree in Engineering.
Experience
Six (6) years of carnival and amusement ride engineering experience which shall include one, or any combination, of the following types of experience: (1) design, (2) engineering reviews, (3) manufacture and assembly, (4) field testing, engineering evaluation, safety analysis, OR (5) preparation or review of mechanical or electrical plan specifications.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
<b>SPECIAL NOTE:</b> Appointees may be required to obtain a Uniform Construction Code (UCC) license, appropriate to the position, within a timeframe determined by the Appointing Authority.
Knowledge, skills and abilities
- Knowledge of engineering principles, procedures, and techniques.
- Knowledge of applicable laws including the Carnival and Amusement Ride Safety Act, Carnival and Amusement Ride Safety Program regulations NJAC 5:14A, and Ski Lift regulations NJAC 5:12.
- Knowledge of engineering test methods and associated procedures.
- Knowledge of engineering design standards and accepted engineering practices related to structural design, machine design, and/or amusement ride design.
- Knowledge of current or proposed international standards referenced in NJAC 5:14A.
- Knowledge of safety, structural, and durability standards, standards-making procedures, and standard test methods applicable to amusement rides and devices.
- Knowledge of the preparation of specifications for engineering projects.
- Knowledge of scientific methods, programs, and functions related to inspections.
- Knowledge of procedures and equipment used in the inspection of amusement rides and devices from the standpoint of architectural, engineering, construction, fire, and other safety requirements.
- Ability to organize assigned technical and supervisory work, analyze problems, and develop appropriate work methods.
- Ability to establish and instruct others in inspection procedures.
- Ability to supervise assigned staff and plan, organize, and implement projects within the unit.
- Ability to make/review required engineering calculations pertaining to structural, mechanical, and electrical design of amusement rides and devices.
- Ability to explain code requirements to architects, engineers, inspectors, amusement ride owners, and others.
- Ability to organize and carry out continuing training programs to improve the technical efficiency of engineering and inspection staff.
- Ability to organize and supervise the maintenance of an up-to-date reference library covering code requirements, standards, products, methods, and material approvals by authoritative agencies.
- Ability to establish and maintain cooperative working relationships with architects, engineers, and others interested in, or concerned with, work in the areas of code enforcement.
- Ability to prepare correspondence.
- Ability to prepare clear, sound, technically sound reports and instructional material.
- Ability to learn how to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
- Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
