Definition
Under direction of the Chief of Operations or other managerial official in the Department of the Treasury in a major taxation operation, revenue collection, or support program, is directly responsible for the management, supervision, and control of work programs, operations, and staff of a unit or section of a bureau or its organization equivalent; does related work as required.
Examples of work
Plans, organizes, and directs activities of a unit or section of a bureau or its organization equivalent. Implements work programs and develops policies and procedures in accordance with division policies and goals. May direct work programs to ensure timely review, processing verification, and automated data entry of tax returns, remittances, and correspondence. Manages check processing and deposit operations to record, verify, and reconcile daily deposits, and the control of remittances, returns, and other documents processed through the data system. Directs work programs of assigned taxpayer accounts involving billing, refund/credit, account review, account adjustment or updating, correspondence resolution, and all related duties administered by the unit or section. May direct established programs, policies, and related objectives, and develop detailed plans to meet the overall goals of the unit or section. Monitors programs to ensure timely processing of new taxpayers and updating of the tax registration file when changes to a taxpayer's registration account occurs. Manages the development and implementation of technical information programs, has charge of quality control section ensuring the quality, fitness, and suitability of division tax forms, technical and procedural information, and other documents prior to publication, and is responsible for interface with the division's data processing systems group. Schedules and controls the mailing of bills, tax returns, notices, or correspondence for taxes administered by the division. Manages work operations or functional programs, and has responsibility for employee evaluations and/or effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Directs the evaluation, review, and approval of all license applications. Monitors and controls all taxpayer accounts which require review or adjustment. Participates in administrative planning, assesses current and future operational needs, and introduces techniques or new technology to improve operations or management within the unit or section. Prepares and monitors unit or section goals and objectives. Appraises the effectiveness of operational controls, utilization of staff and facilities, and current procedures to determine areas of operations which may require adjustment to maximize workflow. Prepares budget information for the division's annual budget request, maintains records involving disbursement of budgeted funds, and monitors actual expenditures against budgeted amounts. Recommends the hiring of seasonal intermittent employees for peak processing periods which include both day and night shifts. Responds to or delegates the responsibility of responding to special taxpayer inquiries or correspondence referred by top management. Detects inconsistencies in information provided by taxpayers or their representatives, represents the division's position in a professional manner, and suggests solutions that may be acceptable to the taxpayer and the division. Reviews proposed legislation and advises senior management of potential impacts on existing operations. Serves as a member of a study group or task force. Testifies as an expert witness in federal and state criminal and civil proceedings when division files are evidence. Implements and ensures compliance with procedures that are consistent with the Privacy Act of 1974, the New Jersey Confidentiality Act, and the Code of Ethics. Prepares clear, technically sound, accurate, and informative statistical reports containing findings, conclusions, and recommendations. Develops, reviews, and administers staff training and development programs. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of problems, procedures, methods, and techniques used in assembling and arranging tax status information for ready access electronically. Knowledge of division policies, programs, standards, personnel, and responsibilities. Knowledge of information processing equipment employed in the recording and compilation of statistical and financial data and their advantages and limitations. Knowledge of various accounting and data processing systems used in the division. Knowledge of the identification problems involving the separation of inactive from active status taxpayers and of the controls required to ensure the making of needed additions, deletions, and other changes. Knowledge of the screening and review of source documents required in developing and maintaining a unique taxpayer information file. Knowledge of office routines, practices, procedures, machines, and equipment, and their utilization within the branch. Knowledge of state and federal regulations concerned with record retention and of regulations, policies, and procedures of the department. Knowledge of training objectives and methods. Knowledge of accounting systems and internal controls. Ability to develop, organize, and implement work programs involving the processing of a large volume of correspondence and documents, analyze problems arising therein, and develop appropriate work methods. Ability to identify and control problems and recommend solutions. Ability to organize and establish effective data control records including the preparation of workload and workflow reports. Ability to develop training programs for all employees in the branch. Ability to prepare and supervise the preparation of technically sound, accurate, and informative reports. This position will function as an Assistant Bureau Chief in the Division of Taxation or the Division of Revenue and Enterprise Services. For the purpose of this job specification; a Bureau may be defined as a group of employees performing closely related duties in one of the sub-elements of the major scopes of responsibility of a division. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in the administration of a comprehensive, large-scale system or program dealing with revenue collection, processing, accounting, taxpayer services, auditing, contract management, or registration functions, one (1) year of which shall have been in a supervisory capacity in a large business or government enterprise. OR Possession of a bachelor's degree from an accredited college or university; and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity in a large business or government enterprise. OR Possession of a master's degree in accounting, computer science, public administration, or related field from an accredited college or university; and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity in a large business or government enterprise. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
