  • Assists in developing budgetary and fiscal management policies for the State higher education system, including the State University, College of Medicine and Dentistry of New Jersey, New Jersey Institute of Technology, nine State colleges, eighteen Community Colleges, sixteen independent colleges and universities and other miscellaneous programs relating to higher education.
  • Assists in reviewing, analyzing and recommending action for the Chancellor and Board of Higher Education on annual budget requests which are submitted by institutions of higher education.
  • Assists in system wide fiscal planning in developing a program of fiscal accountability for higher education in New Jersey.
  • Provides departmental staff assistance for Board of Higher Education review of budget and fiscal planning issues.
  • Provides staff assistance for the review of higher education budget by the joint Appropriations Committee and by the Senate and Assembly Education Committees.
  • Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
  • As assigned, assists in liaison with the State Division of Budget and Accounting and the Legislature's Office of Fiscal Affairs.
  • Assists in translating policy into program through conducting research on substantive questions, identifying alternative courses of action, and coordinating resource requirements.
  • As assigned, represents the Director, Budget and Fiscal Planning on various committees and task forces.
  • As assigned, attends meetings at various Boards (e.g. Student Assistance Board) constituted within higher education.
  • Reviews, authorizes and recommends action on specific financial transactions of the various institutions within higher education.
  • Reviews the financial aspects of proposals submitted for capital projects.
  • Reviews capital budget requests from the various public institutions.

  • EDUCATION</b>
  • Graduation from an accredited college or university with a bachelor's degree
  • Three years of full-time experience in the analysis, management or planning of fiscal and other complex programs.
  • Master's degree may be substituted for one year's experience.

License

Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Ability to acquire considerable knowledge of and familiarity with modern government or higher education budget and management practices, procedures, problems and analysis.

Ability to acquire considerable knowledge of State budget practices, procedures and regulations.

Ability to acquire considerable knowledge of the programs, organization and problems of State higher education systems.

Ability to review and recommend effective action on budget requests submitted by institutions of higher education.

Ability to review financial aspects of proposals submitted for Capital projects.

Ability to prepare detailed and concise statistical and written reports containing findings and recommendations with respect to budget and fiscal planning questions.

Ability to apply complex statistical, budgetary and management techniques in the development of research studies related to budget and fiscal planning questions.

Ability to evaluate existing resources to determine their most effective use.

Ability to make sound judgments and effective decisions.
