Definition
Under general direction of an engineer or other supervisory official in the Department of Transportation, performs one of the following functions: (A) supervises staff, work programs and activities of two or more units engaged in inspecting and/or testing materials and construction work; (B) supervises staff, work programs and activities of two or more units engaged in reviewing, processing, and investigating applications for permits, and inspecting permit construction sites; or supervises a complex phase of permit activities involving conformity and uniformity of operations and development of policies, procedures, and operations bulletins. Prepares and signs official performance evaluations for subordinate staff; does other related duties as required.
Examples of work
Organizes, plans, schedules, and supervises activities of two or more units of Construction and Maintenance Technicians engaged in inspection or testing activities, or activities related to permit applications, plans issuances, and fee collection, or inspection of permit sites and control of rights of way. Trains subordinates in performance of assigned duties. Visits work locations in the field to ensure that proper procedures are being followed, and reviews subordinate's findings for accuracy and completeness. Verifies estimates of completed work and quantities of materials used on highway projects. Supervises work operations and/or functional programs and has responsibility for evaluating employees and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Maintains records relevant to performance and duties of assigned subordinates. Ensures subordinate's familiarity and compliance with all laws, plans, pertinent specifications, policies, procedures, and amendments relevant to specific assignments. Supervises verification of all EEO and compliance provisions including trainee wage rates and minority goals for compliance with Department standards. Evaluates data at all stages of collection, analysis, and presentation to determine conformance with specifications and plans. Reviews new permit applications and analyzes technical and engineering details to approve or reject the request. Supervises the field inspection program for an assigned geographical area relevant to the Highway Beautification Program, reviews violation reports, conducts field visits, and recommends corrective actions and penalties. Plans, coordinates, and supervises tests in the field, laboratory, or at source of supply to determine the quality of road, electrical, landscape, structural, and/or materials used on projects, and establishes sampling plan. Supervises the inspection of the installation of electrical work and facilities, landscaping materials, or highway appurtenances including but not limited to curbs, environmental systems, guiderails, manholes, drainage systems, and traffic control devices. Supervises the inspection of construction of structures including bridges, tunnels, culverts, walls, and ancillary structures. Supervises the inspection and testing of the production of construction materials at remote sites. Performs statistical calculations. Collects samples, and performs tests, investigations, and inspections. Prepares recommendations concerning inspections, testing, investigations, surveys, and/or permit activities and procedures. Prepares clear, technically sound, accurate, and informative reports and studies containing findings, conclusions, and recommendations. Maintains records and files. Inspects existing State highway facilities as part of a maintenance or inventory program. Responds to emergency situations and/or works contractors' hours which are variable and may include nights, weekends, and holidays. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
High school diploma and satisfactory completion of high school level courses in basic mathematics which shall have included completion of courses in Geometry and Algebra levels 1 and 2.
Experience
Six (6) years of experience in inspecting or testing materials, reviewing permit applications, inspecting construction work, and/or construction/maintenance work requiring mathematical calculations, one (1) year of which shall have been in a supervisory capacity.
License
Appointees must possess a driver's license valid in New Jersey except when assigned to the Bureau of Materials Testing Lab.
Knowledge, skills and abilities
Knowledge of basic mathematical operations and basic geometry concepts. Knowledge of problems, methods, materials, equipment, and processes involved in construction, maintenance, and repair of highways and highway structures including landscape and electrical work. Knowledge of procedures and precautions followed in conducting field and laboratory tests of materials. Knowledge of procedures and precautions followed in collecting and preparing samples for laboratory analysis. Knowledge of various types, use, and maintenance of field and laboratory equipment used to test road, electrical, environmental, landscaping or construction materials. Knowledge of principles of supervision. Knowledge of various problems involved in conducting and supervising field inspections to determine if completed work complies with applicable specifications and plans as to design, materials used, and workmanship. Knowledge of Department requirements established in official specifications and manuals. Ability to organize assigned work, analyze problems, develop effective work methods, and delegate tasks to subordinates. Ability to read and interpret construction plans and specifications. Ability to assign, instruct, and supervise Construction and Maintenance Technicians engaged in performing field inspections, investigations, tests, and reviews of construction, maintenance, and repair work, and/or materials. Ability to perform mathematical calculations to determine quantities and prepare reports. Ability to supervise sample testing. Ability to acquire knowledge of the State highway system including rights of way locations. Ability to prepare estimate certificates. Ability to supervise assigned staff and plan, organize and implement projects within the unit. Ability to investigate, inspect, and supervise investigations connected with all types of permit applications. Ability to meet with public officials and citizens to address complaints and/or permit violations and to adjust situations as necessary. Ability to supervise the collection and preparation of samples for laboratory analysis. Ability to analyze basic laws, policies, procedures, and operations bulletins, and to apply them to specific work situations. Ability to work effectively with associates, contractors, and others concerned with department construction programs. Ability to prepare accurate, technical reports containing findings, conclusions, and recommendations. Ability to maintain records and files. Ability to respond to emergency situations and/or work contractors' hours which are variable and may include nights, weekends, and holidays. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position.
