Definition
Under limited supervision of an engineer or higher level technician in the Department of Transportation: (A) performs technically complex work relevant to inspection of road and bridge construction including electrical, environmental, landscaping, general construction or materials to ensure compliance with plans and specifications; gathers information concerning contractor compliance with EEO and safety requirements; or (B) performs independent investigation and inspection work required in connection with permits and inventories involving the use of State highway rights of way; does other related duties as required.
Examples of work
Takes the lead in inspecting, testing, or investigating highway, electrical, environmental or landscape construction. Performs technically complex duties relevant to construction and maintenance inspection, testing, or investigation. Coordinates tests or inspections in field, laboratory, and/or at the source of supply to determine the quality of road, landscape, structural, electrical, and/ormaterials used on projects, and collects samples for laboratory analysis. Independently inspects installation of electrical work and facilities, landscaping materials, or highway appurtenances including but not limited to curbs, environmental systems, guiderails, manholes, drainage systems, and traffic control devices. Independently inspects the construction of structures including bridges, tunnels, culverts, walls, and ancillary structures. Independently inspects and tests the production of construction materials at remote sites. Functions as project inspector or Department representative on small projects. Independently calibrates, standardizes, and operates scientific testing instruments and apparatus, and performs basic maintenance on testing equipment and instruments. Performs complex mathematic computations, and checks computations of lower level technicians. Verifies all EEO and compliance provisions of specifications including trainees, wage rates, and minority goals for compliance with Department standards. Coordinates all aspects of investigations and inspections relevant to applications for permits for roadside control and use of State rights of way, public utility corporations, municipalities, and the public. Reviews reports prepared by lower level technicians. Reviews applications for Highway Occupancy Permits (HOPs) and issue a HOP when an application is complete and acceptable. Meets with permittee to explain permit implementation details. Coordinates inspection of permit implementation during and after construction to ensure that all work complies with conditions of the permit. Coordinates violations investigations to the Highway Beautification Program for nonconforming advertising signs and other violations, and reviews reports on these investigations. Organizes and reviews inspection schedules to monitor particular geographical areas for nonconforming or illegal advertising signs, control of junkyards adjacent to State highways, and to ensure maintenance of rest areas. Prepares clear, accurate, and detailed reports concerning inspection, testing, investigation, and/or permit activities. Responds to emergency situations and/or works contractors' hours which are variable and may include nights, weekends, and holidays. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
High school diploma and satisfactory completion of high school level courses in basic mathematics which shall have included completion of courses in Geometry and Algebra levels 1 and 2.
Experience
Three (3) years of experience in inspecting or testing materials, reviewing permit applications, inspecting construction work, and/or construction/maintenance work requiring mathematical calculations.
License
Appointees must possess a driver's license valid in New Jersey except when assigned to the Bureau of Materials Testing Lab
Knowledge, skills and abilities
Knowledge of basic mathematical operations and basic geometry concepts. Knowledge of highway and public utility construction methods, materials, and problems. Knowledge of properties and characteristics of various types of highway or other building materials and of established field and laboratory tests used to measure these properties. Knowledge of problems which may arise in construction and repair of highways and in testing of materials. Knowledge of problems involved in conducting field inspections to determine that completed work complies with applicable specifications and plans. Knowledge of specifications governing highway construction. Knowledge of procedures used to obtain samples, prepare them for testing, and ensure the proper degree of accuracy in performing tests. Knowledge of established Department requirements and standards. Knowledge of the form, content, and interpretation of plans and specifications applicable to materials, products, and workmanship related to construction, maintenance of highways, and public transportation facilities. Ability to organize assigned work, analyze problems, and develop effective work methods. Ability to meet with public officials and citizens to address complaints and explain Department policy and requirements. Ability to investigate, inspect, and prepare reports concerning all types of permits. Ability to work effectively with associates, contractors, and others interested or concerned with the Department's construction program. Ability to closely adhere to prescribed testing or inspection procedures and to make appropriate minor deviations when circumstances warrant. Ability to collect samples, and to perform or supervise field and laboratory tests and analyses in accord with prescribed procedures. Ability to read and interpret detailed plans and specifications. Ability to read and interpret rules, regulations, policies and procedures relevant to the permits work of the Operations Permit Office. Ability to perform mathematical calculations to determine quantities, prepare reports, and perform sample testing. Ability to prepare clear, technically sound, accurate, and informative reports containing findings, conclusions, and recommendations. Ability to maintain records and files. Ability to respond to emergency situations and/or work contractors' hours which are variable and may include nights, weekends, and holidays. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
