Definition
Under close supervision of an engineer or higher level technician in the Department of Transportation: (A) inspects complicated aspects of road and bridge construction including electrical, environmental, landscaping, general construction or materials to ensure compliance with plans and specifications; gathers information concerning contractor compliance with EEO and safety requirements; or (B) investigates and inspects work required in connection with permit applications and inventories involving use of State highway rights of way; does other related duties as required.
Examples of work
Inspects, tests, or investigates highway, electrical, environmental or landscape construction. Inspects the installation of electrical work and facilities, landscaping materials, or highway appurtenances including but not limited to curbs, environmental systems, guiderails, manholes, drainage systems, and traffic control devices. Inspects or tests the quality of road, landscape, structural, or electrical materials used and completed on projects, and collects samples for laboratory analysis. Inspects and checks earthwork such as excavation, grading, and filling operations. Inspects construction of subgrade, subbase, and base courses, paving, bridge structures, or landscape construction work. Inspects the construction of structures including bridges, tunnels, culverts, walls, and ancillary structures. Inspects and tests the production of construction materials at remote sites. Sets up, standardizes, and maintains testing equipment in satisfactory condition. Performs chemical, nondestructive, and/or physical tests in the field and laboratory. Verifies all EEO and compliance provisions of specifications including trainees, wage rates, and minority goals for compliance with Department standards. Investigates, inspects, and prepares reports in connection with applications for permits for roadside control and use of State rights of way by public utility corporations, municipalities, and the public. Meets with permittee to explain permit implementation details. Conducts scheduled inspections in assigned geographical area relevant to nonconforming or illegal advertising signs, control of junkyards adjacent to State highways, and to ensure maintenance of rest areas. Conducts investigations and prepares written reports of violations of the Highway Beautification Program for nonconforming advertising signs and other violation, and meets with party responsible for violation to inform them of Department requirements and to request voluntary compliance. Performs basic mathematical calculations including computation of contract work and determines quantities of earthwork and construction items. Prepares clear, accurate, and detailed reports. Establishes and maintains records, files, and progress reports. Responds to emergency situations and/or works contractors' hours which are variable and may include nights, weekends, and holidays. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Education
High school diploma and satisfactory completion of high school level courses in basic mathematics which shall have included completion of courses in Geometry and Algebra levels 1 and 2.
Experience
Two (2) years of experience in inspecting or testing materials, reviewing permit applications, inspecting construction work, and/or construction/maintenance work requiring mathematical calculations.
License
Appointees must possess a driver's license valid in New Jersey except when assigned to the Bureau of Materials Testing Lab.
Knowledge, skills and abilities
Knowledge of basic mathematical operations and basic geometry concepts. Knowledge of problems, methods, materials, equipment, and processes involved in construction and maintenance work. Knowledge of problems involved in conducting field inspections to determine if completed work complies with applicable specifications and plans as to design, materials, and quality of work. Knowledge of sampling procedures. Knowledge of Department regulations, requirements, and standards as established in Department specifications. Knowledge of the State highway system including rights of way locations. Ability to organize assigned work, analyze problems, and develop effective work methods. Ability to read and interpret construction plans and specifications. Ability to investigate, inspect, and prepare reports concerning all types of permits. Ability to lead in a group of Construction and Maintenance Technicians engaged in conducting field inspections of landscape construction work. Ability to perform mathematical calculations to determine quantities, and to prepare reports thereon. Ability to meet with public officials and citizens to address complaints and explain Department policy and requirements. Ability to work effectively with associates, contractors, and others interested in or concerned with the Department's construction program. Ability to instruct and guide the work of others. Ability to prepare accurate and factual reports. Ability to maintain records and files. Ability to follow established sampling procedures. Ability to respond to emergency situations and/or work contractors' hours which are variable and may include nights, weekends, and holidays. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
