Definition
Under the direction of a supervisory official, Department of Corrections, facilitates interstate transportation arrangements for parolees, escapees, absconders, parole violators, and others subject to the authority of the Department of Corrections; may assist in the intrastate transport of offenders; does other related duties. Examples of work
Exercises all powers and rights of enforcement to function as a law enforcement officer for the detection, apprehension, arrest, custody and prosecution of offenders against the law. Carries a firearm and other restraint/defense equipment while performing duties or off-duty; is responsible for the care, use and security of firearm and equipment. Ensures adherence to various interstate compacts and agreements regulating the interstate movement of offenders across state lines. Plans and schedules arrangements for the direct, economical and secure transportation of offenders. Reviews case histories of offenders to determine the appropriate mode of travel, degree of custody and other factors affecting the secure transport of offenders. Assumes custodial responsibility for and transports parole violators from out-of-state and local jurisdictions to State penal and correctional institutions. Assumes custodial responsibility for and returns escapees from out-of-state and local jurisdictions to penal and correctional facilities within New Jersey and, as assigned, assists in the transfer of prisoners between component units of the Department. Assumes custodial responsibility for the return of parole violators or absconders subject to provisions of the Interstate Extradition Compact. Assumes responsibility for transporting inmates to and back from a receiving State who are subject to Interstate Compact agreements for inmates for whom arrangements have been made under the Interstate Corrections Compact. As assigned, assumes custodial responsibility for and transports inmates to and from courts or other facilities within the State of New Jersey. Obtains documents and other identification required to gain and maintain custody over the inmate. Searches persons to be transported for weapons and/or other articles that may be used to aid in escapes; checks all equipment to be used during transport. Attends formal classes and receives instruction in the principles, practices, and terminology of correction and penology methods and demonstrations of the proper methods of using institutional equipment. Prepares reports of transportation and custodial assignments and other unit activities. Maintains records and files. May be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
Education
Graduation from high school or vocational high school or possession of an approved High School Equivalent Certificate.
Experience
Three (3) years of experience in the care and custody of persons deprived of their liberty in a correctional institution. SPECIAL REQUIREMENT: Appointees to this position shall be required to qualify in the use of firearms on an annual basis.
License
Appointees will be required to possess a driver's license valid in NJ only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of the problems encountered in the care, custody and transportation of persons who are deprived of their liberty. Knowledge of the techniques used to ensure safety during the transport of offenders. Knowledge of the care, use and security of firearms and other restraint/defense equipment. Knowledge of the procedures involved in extradition, in various waivers of extradition, and in the fugitive process under the compact. Ability to read, interpret and apply State and federal laws, rules and regulations regarding the interstate transportation, and custody of offenders. Ability to read, interpret and apply State and federal laws, rules and regulations regarding the criminal justice system. Ability to calculate parole eligibility dates and maximum dates on sentences passed in the State of New Jersey. Ability to review and analyze case records to determine the appropriate mode of transportation and custody needs of the offender. Ability to prepare, coordinate and organize the necessary documentation and other arrangements for the appropriate and secure transportation of offenders. Ability to be proficient in the care, use and security of firearms and other restraint/defense equipment. Ability to function as a peace officer for the detection, arrest, and conviction of offenders. Ability to prepare correspondence and reports. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
