Definition

Under direction of a Public Health Representative of a higher level or other supervisory official in the Department of Health and Senior Services, implements activities of a health program and/or performs fieldwork involved in providing health diagnostic, screening; does other related duties.

Examples of work

Develops and administers a specific department program such as Tuberculosis, Drug Control, Emergency Medical Services, Communicable Diseases, Pesticides, Hemophilia and Renal Programs on the state, regional, or local level. Performs administrative and fieldwork to promote the objectives of a specific public health program. Coordinates specialized program activities dealing with patients, health care personnel, and government officials, in conjunction with municipal, county, and other local authorities. Conducts selective serologic, epidemiological, and other public health surveys; compiles and evaluates data. Investigates instances of improper or incomplete reporting techniques; maintains liaison with hospitals, health care facilities, registrars, schools, physicians, local health departments, and other cooperating agencies. Visits patients at home, at work, at health care facilities, or other locations to determine if they are receiving prescribed treatment; may escort patients to treatment centers; maintains case records. Assists the medical team in establishing contact, and setting up immunization or treatment centers; may be required to give immunizations, take blood samples, and other body specimens necessary for diagnostic purposes. Confers with health, health care and other personnel regarding disease detection, prevention and control, and reporting of required data. Compiles data for reports. Provides advice and technical assistance to local registrars, public health officials and others. May plan and develop instructional or educational programs for specific health objectives. Sterilizes equipment and uses sterile and medically approved techniques to provide direct health care or diagnostic services. Prepares clear, sound, accurate, and informative statistical and other reports containing findings, conclusions, and recommendations. Prepares correspondence. Maintains records and files. May speak before public and private groups to discuss agency programs and services. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Knowledge of the principles of communicable disease screening, disease detection, and treatment methods. Knowledge of the methods in which communicable diseases are spread and controlled. Knowledge of immunization programs. Knowledge of public health methods of disease detection, prevention, and control. Knowledge of the recognized public health practices. Knowledge of the techniques used to collect and analyze data. Knowledge of the methods used to take blood samples and other body specimens, the equipment and supplies used to administer immunizations, drugs or antibiotic treatments, and of the procedures and methods to sterilize such equipment. Knowledge of the principles of modern public health education. Ability to develop and administer department programs. Ability to read and interpret laws, rules and regulations and apply them to specific situations. Ability to work cooperatively with others. Ability to understand and apply learned public health principles of disease detection and prevention and prescribed treatment methods. Ability to collect blood and other specimens. Ability to administer immunizations, drugs, antibiotics, and other prescribed treatment after proper training. Ability to conduct surveys, studies, and investigations, and prepare reports of findings. Ability to coordinate with other departments, local public health offices, and other units to promote public health programs. Ability to collect, compile, and evaluate data. Ability to confer with physicians, nurses, patients, registrars, and others department public programs. Ability to prepare case histories and reports. Ability to maintain records and files. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position. Applicants must meet one of the following or a combination of both experience and education. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Six (6) years of experience in a health or social service related program-involving responsibility for interviewing, investigating, or conducting public health care surveys or patient care services. OR Possession of a bachelor's degree from an accredited college or university; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
