Definition
Under direction of a supervisory official, plans, coordinates, or directs activities of staff or supervises various aspects of a public health program; does other related duties as required.
Examples of work
Administers specific aspects of a program in areas such as Drug Control, Tuberculosis, Communicable Diseases, Pesticides, Special Epidemiology, Cancer Registry Emergency Medical Services, Immunization, Maternal and Child Health, Hemophilia, and Renal Programs. Manages a local community health clinic; develops and coordinates administration and field functions; analyzes public health problems involved and develops effective work methods; prepares a plan for the geographical area serviced. Assigns, trains, and supervises personnel to perform the office and fieldwork to meet program objectives. Identifies and analyzes disease detection/control problem areas to develop alternative solutions according to established policies/procedures. Supervises staff in the collection and analysis of data contained in medical histories, public health surveys, and other reported data. Provides instruction in the methods and techniques used to motivate known and suspected communicable disease contacts to seek, obtain, and complete prescribed medical treatment. Visits, consults, and provides technical assistance to local health agencies and other interested groups regarding public health disease control objectives, theories, and treatment methods. Reviews current literature, policy decisions, and modifications, and disseminates information to field personnel. Supervises and assigns personnel in selective serologic, epidemiologic, and other public health surveys, collection of data, and follow-up activities. Compiles and supervises the compilation of statistical data by individual clinics, registrars, investigators. Provides instruction to field representatives in the methods and techniques used for early disease detection, treatment, and epidemiology. Confers with physicians, patients, disease contacts, social workers, and local government officials and their representatives to obtain data supporting diagnostic or reported vital health statistics information. Conducts investigations of reports of improper or incomplete reporting techniques. Supervises medical teams in establishing contact and setting up immunization or treatment centers. Plans, develops, and coordinates implementation of a specific education program for local, public, private, and other interested groups regarding current public health theories and objectives. Supervises the compilation of data to include in reports of various local programs and activities. Addresses civic, services, social, education, and other groups interested in department programs and services. Supervises the collection and preparation of data to include in state/federal budget requests. Collects, analyzes, and prepares data and education material to promote program objectives. Develops and maintains liaison with state, local, and other individuals to discuss and resolve issues of mutual concern. Coordinates activities of subordinate staff visiting local health departments, physicians, and others to provide epidemiological and consultative services and obtain cooperation in reporting communicable diseases and other factual data. Prepares articles and other materials relating to disease detection, prevention, control, and reporting to promote specific public health programs. Plans, organizes, and assigns work of the organizational unit and evaluates employee performance and conduct, enabling the effective recommendation of the hiring, firing, promoting, and disciplining of subordinates. Prepares correspondence. Prepares reports containing findings, conclusions, and recommendations. Maintains records and files. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.

Seven (7) years of professional experience in a health or social service related program which shall have included responsibility for interviewing, investigating, and/or conducting public health care surveys or patient care services. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
