Definition
Under the direction of a supervisory official, Department of Health and Senior Services, performs the supervisory field and/or office work involved in designing, planning, and monitoring prehospital emergency medical care services at both the basic and advanced life support levels in the Emergency Medical Services Program; does other related duties.
Examples of work
Supervises the planning and monitoring of prehospital emergency service care at both the basic and advanced life support levels in the Emergency Medical Services Program; analyzes health problems involved, and develops effective evaluation methods to monitor the quality of services. Provides appropriate assignments, training and supervision to field investigator staff. Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees. Visits, consults and provides technical assistance, instruction and guidance concerning the Emergency Medical Services Program and its technical aspects to local first aid, ambulance and rescue squads, local public health officials, physicians, hospital administrators and others. Supervises field investigator staff in collection, tabulation and analysis of statistical data, and the investigation and reporting of prehospital emergency care problems. Plans, develops and monitors educational programs designed for use by Emergency Medical Services providers; reviews and approves certification and recertification credentials of individual providers as necessary. Makes presentations to first aid, ambulance, and rescue squad personnel, local health personnel, hospital personnel, private and voluntary agencies, and others concerning the activities and goals of the Emergency Medical Services Program, the practice of first aid, the provision of mobile intensive care services and the proper reporting of required vital statistical data. Compiles data for detail reports of the resources within the Emergency Medical Services System. Performs ambulance vehicle inspections for municipal, proprietary, volunteer and mobile intensive care services and recommends approval or rejection of applicant licensure. Prepares correspondence. Prepares clear, technically sound, accurate and information reports containing findings, conclusions and recommendations. Maintains records and files about mobile intensive care programs, ambulance services, and emergency medical service system resources. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
License
Certification as an Emergency Medical Technician valid in New Jersey. Appointee will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.
Knowledge, skills and abilities
Knowledge of the standards and protocols utilized to provide basic and advance life support emergency care. Knowledge of the techniques used to develop education programs specific to emergency medical services, and deliver presentations. Knowledge of the criteria for inspection of Emergency Medical Services transportation vehicles. Knowledge of the techniques used to monitor the activities of investigative staff. Knowledge of the problems encountered in the planning, implementation and monitoring of Emergency Medical Services Program. Ability to carry on public health educational programs which stresses the specific objectives of the New Jersey Emergency Medical Services Program. Ability to present technical information in face-to-face contacts. Ability to stimulate the active support and participation of cooperating health agencies and interested public, private and volunteer groups in Emergency Medical Services activities. Ability to read and interpret basic law and Department regulations, policies, standards and procedures and apply them to specific situations. Ability to conduct inspections, surveys, studies and investigations and prepare reports of activities. Ability to collect, tabulate, and interpret statistical data and to perform statistical work of moderate complexity. Ability to establish and maintain cooperative working relationships with others whose work impacts on unit programs. Ability to supervise the compilation of required data. Ability to read and interpret medical history data. Ability to prepare clear, sound, accurate and informative case histories and reports containing findings, conclusions and recommendations. Ability to maintain records and files. Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units. Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience as a paramedic or registered nurse in a mobile intensive care program providing advanced life support services. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
