Definition
Under the direction of a supervisory official in the Department of Health, supervises the activities of a communicable disease field office and/or supervises components of a public health program providing epidemiological, diagnostic, screening, or health care services for communicable diseases including sexually transmitted diseases, tuberculosis, and AIDS; does other related duties.
Examples of work
Supervises components of the department's communicable disease programs. As assigned supervise the activities of a local communicable disease field office or team. Assigns, trains, and supervises personnel performing office and fieldwork to obtain program goals involved in the epidemiology of sexually transmitted and other communicable diseases. Cooperates with municipal, county, and local health agencies to coordinate communicable disease program activities, with target populations, health care personnel, and others. Supervises a specific component of a communicable disease control services program. Supervises office and field personnel in the collection, tabulation, and analysis of data. Keeps current with the epidemiology of sexually transmitted, tuberculosis, AIDS, and other communicable diseases. Supervises staff assisting medical teams establishing contact with clients, setting up treatment centers, and may be required to take blood samples and other body specimens necessary for diagnostic purposes. Provides consultation and technical assistance to local health agencies and others regarding public health disease control objectives, theories, and treatment methods. Keeps current with information on communicable diseases. Supervises staff selective serologic epidemiological and other public health surveys, collection of data and follow-up activities, compilation of data so obtained, and assists in developing the final determinations and evaluations. Supervises the compilation of data from clinics, registrars, investigators, and other groups. Instructs staff in the methods, skills, and techniques of communicable disease detection, treatment, and epidemiology. Confers with physicians, patients, disease contacts, social workers, and others to obtain data supporting diagnostic or reported vital health statistics information. Investigates reports of improper or incomplete reporting techniques, or adverse reactions to vaccines and medications. Plans, develops, and coordinates educational programs for local, public, private, and other interested groups regarding communicable disease theories, methodologies, and objectives. Provides data for budget requests. Collects and analyzes, data and educational materials. Establishes and maintains cooperative working relationships with those interested or involved in the work of the unit. Directs and coordinates the activities of staff visiting local health departments, physicians, and others to provide epidemiological and consultative services. Prepares informational materials regarding disease detection, prevention, control, and reporting. Supervises work operations and/or functional programs, and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting, and/or disciplining of employees. Prepares correspondence. Prepares reports containing findings, conclusions, and recommendations. Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
License
Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Ability to plan and supervise public health educational programs for the detection, prevention, treatment, and control of communicable disease. Ability to conduct and supervise the conduct of surveys, studies, and investigations. Ability to provide assignments and instruction to staff and supervise their performance. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Seven (7) years of professional experience as a tumor registrar in a communicable disease related health or social service program which shall have included responsibility for interviewing, investigating, and/or conducting public health care surveys or patient care services. OR Possession of a bachelor's degree from an accredited college or university; and three (3) years of the above-mentioned professional experience. OR Possession of a master's degree in biological science, public health, public health nursing, social services, or other closely related subjects; and two (2) years of the above-mentioned professional experience. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgment and make accurate and informed decisions.
