Definition
Under direction of a supervisor in a state department or agency, performs the more complex technical or paraprofessional functions requiring entry, deletion, and corrections to a data system in conjunction with the motor vehicle driver license data base; determines action to be taken against an uninsured motorist, compliance to driver improvement activity, and accident reports; does other related duties as required.

- Provides information on policies and procedures and addresses complex inquiries.
- May assist in the analysis, investigation, research, and preparation of data utilized in driver record evaluation.
- Reviews detailed information for utilization in the performance of preliminary assignments for regular updating programs.
- Performs technical work involved in the retrieval/processing of forms subject to review.
- Maintains logs of documents received, and ensures proper referral review by appropriate technician or analyst.
- Reviews forms and supporting documents to ensure pertinent information has been submitted and there is compliance with rules, regulations, and procedures.

- Prepares statistical and other reports containing findings, conclusions, estimates, and recommendations.
- Performs searches of licenses, registrations, and title transaction errors on various data systems to correct erroneous transactions to ensure accuracy of data base information in a timely/accurate manner.
- Analyzes complex multiple screens on various networking interstate base systems to ascertain nature/size of erroneous motor vehicle driver/owner registration and title records to ensure accuracy and completeness.
- Operates a computer terminal to locate, update, retrieve, and correct data on driver history, vehicle ownership, registration, and title record files.
- Creates titles, registrations, and driver license records to update/maintain an accurate data base system.
- Makes recommendations on whether actions should be taken against uninsured motorists or whether a property or bodily injury judgment should be rendered.
- Communicates with other bureaus, government agencies, and customers to obtain information for use in updating/correcting driver/owner registration and title files.
- Recommends the restoration of licenses upon compliance as required.
- Takes the lead in collecting data concerning prevailing conditions and participating circumstances in relation to motor vehicle accidents.
- Prepares simple statistical summaries, ratios, averages, and other figures which can contribute toward analysis of factors affecting motor vehicle accidents.
- Receives, examines, and processes legal documents concerning security and financial responsibility, accident reports, or driver improvement activity to determine compliance.
- Examines and reviews the police report of a motor vehicle traffic accident for completeness/accuracy, and verifies geographic location detail against local maps to ensure geographic location of accident is accurately designated.
- Maintains a location file of motor vehicle accident records and determines locations of high accident incidence.
- Prepares maps, charts, graphs, and diagrams illustrating frequency, type, and other factors relevant to motor vehicle accidents.
- Examines case records and related materials to provide a complete/accurate report/briefing to police agencies, traffic engineers, legal professionals, insurance authorities, and others concerned with highway traffic safety.
- Makes court appearances to verify and certify accident information pertinent to the case represented, and to respond to questions concerning accident reports and the accident records processing system.
- Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units.
Experience
Two (2) years of experience in the review/analysis of driver records for the purpose of ensuring that laws, rules, regulations, or policies have been interpreted properly or in a public/private agency involved in processing, evaluation, and/or adjustment of damage claims or other insurance claims evaluation and adjustment work.
License
Appointees will required to possess a driver's licence valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform essential duties of the position.
Knowledge, skills and abilities
Knowledge of problems involved in reviewing data and, in accord with established procedures, making monetary and other evaluations/estimates using such factual information. Knowledge of electronic key-entry terminal operation and an understanding of a variety of command codes. Knowledge of investigative reasoning to research problems and accurately relate this information to the correction of motor vehicle transactions. Knowledge of procedures to be followed and precautions to be taken in ascertaining relevant facts. Knowledge of various types of electronic and/or manual recording and information networking systems utilized by the agency, office, or related units. Knowledge of the Manual on the Classification of Motor Vehicles Traffic Accidents (ANSI D-16) published by the National Safety Council after a period of training. Knowledge of NJ motor vehicle laws and rules, regulations, and policies of the Division of Motor Vehicles and their application to specific situations in licences, registrations, suspension, and restoration activities after a period of training. Knowledge of provisions/regulations of the NJ Motor Vehicle Security Responsibility Law, and of provisions of the NJ Compulsory Insurance Law after a period of training. Knowledge of common legal/medical terminology appropriate to division/agency policies, regulations, and procedures after a period of training. Knowledge of the types and classifications of drivers' licenses, registrations, and titles issued by the Division of Motor Vehicles after a period of training. Knowledge of suspensions and restorations according to suspension codes, violations, alcohol countermeasures, and insurance surcharge verifications. Knowledge of conference procedures after a period of training. Ability to carry out projects involving tabulations, ratios, averages, and other figures that contribute to analysis of factors affecting motor vehicle accidents. Ability to review/code factual accident reports using an established code system. Ability to prepare maps, charts, graphs, and diagrams illustrating frequency, type and other factors relating to motor vehicle accidents. Ability tp carry out studies of motor vehicle accidents including collection of data concerning prevailing conditions and precipitating circumstances and nonprofessional analysis of records. Ability to establish and maintain electronic and hardcopy records and files. Ability to compose accurate, concise letters. Ability to prepare clear, sound, accurate, and informative reports containing findings, conclusions, and recommendations. Ability to assess work tasks and exercise judgment in completing them utilizing software command codes and verifications procedures. Ability to detect, report, and deal with hardware and source input problems. Ability to utilize various types of electronic and/or manual recording and information systems used by the agency, office, or related units. Ability to read, write, speak, understand, and communicate in English sufficiently to perform duties of this position.
