Definition

Under the direction of the Field Service Supervisor l, Youth and Family Services, Department of Human Services, or other divisional supervisor, assists in planning, supervising and coordinating the work of and regional office field staff; does related work as required.

Examples of work

Assists in developing appropriate Social Service programs and plans for the work of a Field Service Supervisor III assigned to the Regional Office of the Division of Youth and Family Services. Supervises, evaluates and assigns work performance of a Field Service Supervisor Ill. Plans and develops special studies of social service administrative problems. Supervises a Field Service Supervisor III and other staff members in developing appropriate policies, procedures, and standards for the training of regional field staff and other personnel. Critically reviews reports concerning the local social service administration, operations, and procedures in order to determine whether State requirements are being observed. Acts in the place of the Field Service Supervisor I, Youth and Family Services in his absence, when so required. Prepares detailed correspondence concurred with the field work of the field service component of the region. Prepares detailed, technical, informative, statistical, and other social service related reports containing findings, conclusions, and recommendations. Supervises the work operations and/or functional programs and has responsibility for effectively recommending the hiring, firing, promoting, and demoting and/or disciplining of employees.

License

Appointees will be required to possess a driver's license valid in New Jersey only if the operation of a vehicle, rather than employee mobility, is necessary to perform the essential duties of the position.

Knowledge, skills and abilities

Ability to acquire considerable knowledge of the laws of New Jersey and the regulations of the Bureau of Youth and Family Services and Department of Human Services relating to child welfare and social services programs. Considerable knowledge of the administrative, reporting and other problems of local government units charged with the administration of social services and of the methods of their solutions. Wide knowledge of the objectives, programs, standards, and procedures of the private and public organizations agencies concerned with services to children and families. Wide knowledge of modern accepted social ease work aims, practices and techniques. Considerable knowledge of the problems and practices of public social services administration. Ability to analyze laws, rules, regulations and prescribed procedures, interpret and apply them to specific situations, and service the work of local units in order to determine whether legal requirements are being met. Ability to collect, compile, and make accurate appraisal of factual information relating to the public social service delivery system. Ability to make the required field visits, studies, and investigations and prepare reports thereon. Ability to work effectively with superior officers, local government officers, associates, clients, and others interested in, or concerned, with the work of the Bureau of Family Services to establish and maintain cooperative working relationships. Ability to comprehend the administrative and other related problems of local public social service administration and supply them with needed advice and assistance when difficult and unusual problems arise. Ability to assign and instruct technical and other employees and supervise the performance of their work. Ability to direct the required statistical and recording and reporting work in connection with federal programs. Ability to attend and participate in lay and professional conferences and meetings and to act as the representative of the Bureau in public contacts. Ability to help plan and participate in staff training programs. Ability to draft correspondence relating to the field program of the Bureau. Ability to prepare and supervise the preparation of clear, sound, accurate, and informative statistical and other reports containing findings, conclusions, and recommendations. Ability to supervise the establishment and maintenance of the essential records and files. Ability to read, write, speak, understand, and communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication. Thirty (30) semester hour credits are equal to one (1) year of relevant experience. Eight (8) years of professional experience in the field of social services system which should have involved contacts with lay and professional public and the responsibility for the interpretation of basic law and regulations; one (1) year of which shall have been in a supervisory capacity. OR Possession of a bachelor's degree from an accredited college or university, and four (4) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. OR Possession of a master's degree in social work, public administration or a related area and three (3) years of the above-mentioned professional experience, one (1) year of which shall have been in a supervisory capacity. "Professional experience" refers to work that is creative, analytical, evaluative, and interpretive; requires a range and depth of specialized knowledge of the profession's principles, concepts, theories, and practices; and is performed with the authority to act according to one's own judgement and make accurate and informed decisions.
