CREW SUPERVISOR, HIGHWAY OPERATIONS

Definition

Under the direction of an Area Supervisor, Highway Operations or other supervisory officer in the Department of Transportation, supervises a crew performing highway operations work; schedules, assigns work and provides on-the-job instruction for crew members; instructs and supervises employees; inspects work site to determine the work needed and to inspect the work performed; supervises staff and work activities. Prepares and signs official performance evaluations for subordinate staff; does related work as required.

Examples of work

• Instructs and assigns work to a crew of Crew Leader, Highway Operations; Highway Operations Technician 3, Highway Operations Technician 2, Highway Operations Technician 1, Highway Operations Technician Trainee; and any other titles assigned, depending on the kind, urgency, and importance of the work to be done.
• Provides on-the-job instruction for crew members ensuring quality assurance standards are met in accordance with the established instructional program and makes recommendations for changes if necessary.
• Mentors crew members in the performance of highway operations work to ensure effective staff development.
• Supervises the highway operations work and ensures that the work is performed in accordance with all pertinent policies, procedures, and operations bulletins.
• Maintains discipline and proper personal standards of work conduct for crew members.
• Supervises the work operations and/or functional programs and has responsibility for employee evaluations and for effectively recommending the hiring, firing, promoting, demoting and/or disciplining of employees.
• Gives detailed accounts of the methods by which subordinates discharge their duties, including processes used, time involved, employees assigned and others.
• Works with complex blueprints which require accurate and detailed recordkeeping.
• Confers with Deputy Attorneys General on civil litigation.
• May be required to give depositions.
• Supervises the mixing of the proper compounds and the patching of pavements and shoulders.
• Supervises the pouring of joints, repairing and grading of shoulders, surface treating of all types of roads, and filling of washouts.
• Supervises the operation and maintenance of signage equipment and the repair, erection, and installation of highway signs.
• Supervises the maintenance of drainage systems, including emergency storm drainage work.
• Supervises the painting and repairing of guard rails.
• Supervises the mowing operations and other landscaping functions and the cleaning of rights of way and the cleaning of ditches and inlets.
• Supervises snow removal operations, which include the erection of snow fences and the spreading of chlorides and abrasives on icy roads.
• Supervises the construction of sidewalks, curbs, inlets, manholes, headwalls, gutters, wing walls, and road repairs and other concrete repairs.
• Supervises the routine first echelon operation and maintenance of various types of equipment used for the repairs of the New Jersey State transportation system.
• Supervises the resurfacing of all types of roads.
• Investigates complaints made by property owners and reports on them.
• Supervises advertising permit surveys involving sign encroachments which often mean conferring directly with the sign owners, to advise them of the regulations affecting advertising permits, and to arrange with County Assessor's Office concerning the finding of ownership records of various signs.
• May be required, to perform work involving the repair and maintenance of the New Jersey State transportation system including right of way and all ancillary highway structures which may involve the use of hand, machine, and power tools and performing tasks requiring the operation of power mowers; complex power equipment; and single-axle trucks.
• Contracts for rodent control which includes ascertaining that the contractors are properly licensed.
• Makes inspections of work done by public utilities, contractors and others.
• Responds to all emergency situations required to protect the public, including setting barriers and/or warning devices and performing ice control and snow removal operations.
• Patrols by driving an assigned vehicle, that section of roadway allocated to determine or assess maintenance work to be scheduled and/or performed daily.
• Prepares daily time and cost reports, material reports, accident and property damage reports, employee efficiency reports and other reports as required.
• Will be required to perform any type of emergency work after normal work hours as the specified emergency dictates within the established rate code for the level and type of work performed.
• Proposes, develops and supervises the implementation of energy-saving techniques.
• Takes temporary measures and contacts appropriate authorities when various highway maintenance environmental threats occur.
• Supervises the performance of inspection work on permits.
• Supervises the maintenance of records, gives recommendations and implements experimental testing programs as requested.
• Maintains essential records, reports and files.
• Will be required to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.

Experience

Five (5) years of experience in varied types of road construction and/or maintenance work, two (2) years which shall have been in a lead worker capacity.

License

Appointees must possess a Commercial Driver's License (CDL) and applicable endorsements for the class and type of vehicle being operated.

Knowledge, skills and abilities

• Knowledge of the materials, equipment, operations and procedures used in the surface treating and maintenance of concrete, bituminous, macadam, and gravel roads, and in resurfacing all types of roads.
• Knowledge of the equipment, materials, supplies, and procedures used in painting, repairing, and replacing guard rails and cables, in the cleaning of ditches and inlets, and in the erecting of snow fences.
• Knowledge of the proper use, care and maintenance of road construction and maintenance equipment.
• Knowledge of the quality assurance standards used for on-the-job instruction as they relate to the highway operations' instructional program.
• Ability to learn and follow guidelines concerning emergency measures to take when various threats to the environment occur in relation to highway maintenance.
• Ability to communicate with the general public, various government officials, and legal representatives regarding pertinent highway maintenance concerns.
• Ability to analyze highway maintenance problems, organize assigned supervisory maintenance work, and develop effective work methods.
• Ability to supervise assigned staff and plan, organize and implement projects within the unit.
• Ability to assign, instruct, mentor, and develop employees, effectively preparing and evaluating the performance appraisal.
• Ability to supervise the repair and maintenance of roads, approaches, drains, the pouring of joints, and the surface treating of concrete, asphalt and gravel roads.
• Ability to supervise the repair, erection, and installation of highway signs.
• Ability to supervise concrete repairs.
• Ability to supervise mowing operations and other landscape functions.
• Ability to supervise emergency operations, including snow removal and ice control operations.

• Ability to learn to utilize various types of electronic and/or manual recording and information systems used by the agency, office or related units.
• Ability to read, write, speak, understand, or communicate in English sufficiently to perform the duties of this position. American Sign Language or Braille may also be considered as acceptable forms of communication.
