Most people who apply for a New Jersey state job assume the posted salary range works one way: you start at the bottom and climb one step per year. For 85 title groups covering more than 100 title codes, that assumption can cost you a lot of money. The state's FY2026 Compensation Compendium lets agencies appoint new hires in these titles at up to step 9 of an 11-step range without any special approval. The difference between step 1 and step 9 runs from $11,854 a year for a Dental Aide to $65,271 for a Physician Specialist 1.
The median gap across every eligible title is $27,121. That is a 37 percent difference in starting pay for the same job, and whether you get it depends partly on whether you know to ask.
What the incentive actually is
New Jersey pays most of its workforce on salary ranges with numbered steps. A new hire normally starts at step 1 and moves up roughly one step per year, so the top of a posted range is something you reach after a decade, not something you negotiate on day one.
Section 3 of the Compensation Compendium, the state's annual salary rulebook, carves out an exception. For titles the state has trouble filling, an appointing authority may hire a qualified candidate at an advanced step right away, without asking the Civil Service Commission chair or the state budget office for permission first. The FY2026 edition, issued August 27, 2025, lists two groups of eligible titles: health care (55 title groups) and information processing (30 title groups).
Most eligible titles allow appointment up to step 9. Four health care titles cap lower: Health Care Services Evaluator/Nurse, Long Term Care Investigator, and Quality Assurance Specialist (Nursing) stop at step 6, and Infection Control Nurse stops at step 7.
What it is worth in dollars
The Compendium prints the rule but not the arithmetic. We joined the Section 3 list against the FY2026 salary schedules to compute what step 1 and the maximum hire-in step pay for every eligible title.
A few examples from the top of the list. A Physician Specialist 1 hired at step 1 earns $168,248; hired at step 9, $233,519. A Dentist goes from $139,326 to $193,019. On the technology side, a Manager 1 Information Processing starts at $110,276 at step 1 but can be brought in at $152,352. Even at the modest end, a Human Services Assistant hired at step 9 starts $13,698 ahead of one hired at step 1.
There is a second effect worth understanding. Starting at step 9 does not just raise year-one pay. It moves your whole trajectory, because your future step increases start from a higher rung. Two people hired the same day into the same title, one at step 1 and one at step 9, stay tens of thousands of dollars apart for years.

Four titles on the Section 3 list (Dental Assistant 2, Data Architect 2, and Managers 2 and 3 Information Processing) have no active specification record with salary data in the current CSC database, so they are omitted from the tables. Salary figures are the FY2026 schedule amounts for each title's current salary range.
How to actually use this
The advanced step is discretionary, not automatic. The appointing authority (the hiring agency) decides whether to offer it, and nothing requires them to volunteer that the option exists. That is exactly why the list matters to applicants: if your title is on it, a request for a higher starting step is not a long-shot ask, it is something the state has pre-cleared because it already concluded these jobs are hard to fill.
If you are interviewing for one of these titles, the practical move is to raise starting step during the offer conversation and to name the program. Something as plain as asking whether the agency uses the Section 3 advanced-step authority for this title tells the HR office you know the rule exists. Your leverage is strongest when you bring experience the agency wants, and weakest if you are coming in through an entry-level list with many reachable candidates.
Two caveats. First, the list changes every fiscal year. A title on the FY2026 list can drop off the FY2027 one, so check the current Compendium before relying on it. Second, being hired above step 1 is separate from where you sit in the exam and eligible-list process. The incentive changes what an agency can pay you, not who it is allowed to reach on a certification.
Why this list exists
The state is competing with private employers for nurses, physicians, psychologists, and IT staff, and losing on headline salary. Rather than reprice whole titles, which drags along everyone already in them, the Compendium lets agencies pay new hires as if they had eight years of tenure. It is a recruiting patch. Whether it is good policy is a fair debate (incumbents who started at step 1 can find themselves earning less than a new colleague doing the same work), but for an applicant the calculation is simple: the option exists, the dollar amounts are large, and the person who asks is better off than the person who does not.
Data and methodology
Title eligibility and maximum hire-in steps come from Section 3 of the FY 2026 Compensation Compendium (NJ Civil Service Commission, issued August 27, 2025). We ingested the two initial-appointment programs: 3.A health care titles and 3.B.1 information processing titles. The Compendium's separate counter-offer and retention programs (3.B.2 and 3.C) are not initial-hire incentives and are not included. Step values come from the FY2026 salary schedules for each title's current salary range, using the same schedule-inheritance rules the rest of this site uses.
