How do I find civil service examinations?

Visit the NJ Civil Service Commission website (nj.gov/csc) to search for open announcements. You can filter by title, location, and announcement status. Sign up for email alerts to receive notifications when exams for positions you are interested in are announced.

What is the Rule of Three?

When a position is to be filled, the appointing authority receives the names of the top three eligible candidates from the examination list. The authority may select any of the three, not necessarily the highest scorer. This provides some flexibility while maintaining merit principles.

How long is the probationary period?

The working test period is typically 3-4 months for most positions but can extend to 12 months for certain professional or supervisory titles. During probation, employees can be separated with less formal process than permanent employees.

Can I transfer between departments?

Yes, permanent competitive employees can transfer laterally to the same or similar title in another department. Transfers require approval from both the releasing and receiving agencies. Intergovernmental transfers between state and local government are also possible.

What happens if I fail probation?

If you do not successfully complete probation, you may be separated without the full disciplinary process required for permanent employees. However, you retain your standing on the eligible list and can be certified to other positions.

How do promotions work?

Most promotions in the competitive service require passing a promotional examination. Open competitive announcements specify whether the exam is open to all qualified applicants or limited to current employees (promotional only). Promotional exams often give credit for seniority.
